Morocco is set to directly impact tens of thousands of rural youth and women through an ambitious inclusive agriculture program, backed by a €100 million loan from the African Development Bank Group. The initiative aims to create sustainable economic opportunities, strengthen food security, and improve climate resilience in a country where rural communities continue to face significant socio-economic inequalities.
The program will support the development of new agricultural infrastructure, improve access to technical and financial support services, and promote rural entrepreneurship, particularly among women and young people. These efforts are expected to better integrate women into local value chains, boost their productivity, and foster a new generation of female agripreneurs and digital innovators in agriculture.

“Women with the ambition to succeed in agriculture are our top priority,” said Achraf Tarsim, the African Development Bank’s Country Manager for Morocco. “Through this program, we will support them step by step in building a modern, inclusive, and resilient agricultural sector that unlocks the full potential of those seeking to innovate and create value in their communities.”
The initiative will also contribute to the development of tailored financing mechanisms, offer innovation incentives, and provide tools to support the transition to a climate-smart and solidarity-based agriculture. Additionally, it will strengthen institutional support systems and enhance professional training, in line with Morocco’s new roadmap for rural employment.
This multisectoral effort aligns with key national strategies, including the Green Generation 2020–2030, the National Solidarity-Based Agriculture Program, and the National Youth Entrepreneurship Program. Together, these policies aim to transform Morocco’s agricultural sector into a more efficient, inclusive, and sustainable engine of rural development.
The financing forms part of a broader partnership between Morocco and the African Development Bank Group, which has invested nearly €15 billion in more than 150 high-impact projects across strategic sectors such as transport, water, energy, governance, and agriculture over the past five decades. More than a financial investment, this latest operation reflects a long-term commitment to the human potential thriving in Morocco’s rural regions—a bold step toward building an agricultural future that is youthful, inclusive, and resilient, and that promises to generate lasting value, employment, and opportunity.
