FC and Green Climate Fund Launch US$690 Million Facility to Accelerate Climate-Resilient Development in Africa

The Africa Sovereign Climate Facility will initially support Angola, Benin, Côte d’Ivoire and Nigeria, combining climate finance, infrastructure investment and technical assistance to strengthen Africa’s resilience while advancing sustainable economic growth.

The launch builds on an existing partnership between AFC and the Green Climate Fund. In 2023, the GCF committed US$253 million to AFC Capital Partners’ Infrastructure Climate Resilient Fund, supporting the development of climate-resilient infrastructure as an investable asset class and helping attract additional investment from institutional and private-sector investors.

The expanded collaboration comes at a critical time for Africa. Despite contributing a relatively small share of historical global greenhouse gas emissions, the continent remains highly exposed to the consequences of climate change. Rising temperatures, unpredictable rainfall, droughts, floods and other extreme weather events continue to threaten agricultural production, water availability, infrastructure and economic livelihoods.

These challenges are further complicated by rapid population growth and urbanisation, which are increasing demand for energy, housing, transportation, healthcare and essential public services.

For African economies, climate resilience is therefore not simply an environmental objective but an increasingly important condition for sustainable economic development. Infrastructure failures caused by extreme weather can disrupt businesses, undermine food production, increase public expenditure and threaten employment.

The Africa Sovereign Climate Facility seeks to address these challenges by strengthening the connection between national climate commitments and bankable investment opportunities. Its blended-finance model is intended to reduce barriers to project development, improve access to capital and encourage greater participation from commercial and institutional investors.

The initial participation of Angola, Benin, Côte d’Ivoire and Nigeria also offers an opportunity to demonstrate how coordinated financing can support different national development priorities while contributing to wider regional climate objectives.

Beyond the four initial beneficiaries, the initiative reflects a broader ambition to strengthen Africa’s capacity to finance its own sustainable development through partnerships that combine African infrastructure expertise with international climate finance.

As African governments continue to navigate the competing demands of industrialisation, energy access, economic diversification and environmental protection, access to long-term financing will remain essential.

The launch of the US$690 million Africa Sovereign Climate Facility represents another effort to bridge the gap between the continent’s climate ambitions and the financial resources required to implement them. Its long-term significance will depend on how effectively participating countries translate the financing into completed projects, stronger institutions, resilient communities and lasting economic opportunities.

Through this partnership, AFC and the Green Climate Fund are positioning climate finance as an instrument not only for environmental protection but also for Africa’s industrial development, infrastructure transformation and sustainable prosperity.
