Malabo, Equatorial Guinea – Equatorial Guinea’s oil industry and public administration have lost one of their most prominent figures. Mr. Rufino Camarero Pelayo, who held several key positions within the Ministry of Finance and Budget, including Director General of Customs, passed away in Malabo. His legacy is marked by his role in modernizing the customs system and his contribution to legislative adaptation during the country’s oil sector boom.
During his tenure as Director General of Customs, Don Rufino demonstrated a deep understanding of trade dynamics and the energy industry. His ability to interpret and adapt existing legislation enabled the smoother development of customs operations during a period of economic transformation, facilitating the expansion of the oil sector at a time when local regulations were not yet fully aligned with its needs.

Beyond his distinguished career in public administration, Mr. Rufino was a member of the Parliament of the Economic and Monetary Community of Central Africa (CEMAC) during its seventh legislature, where he played a role in shaping regional policies that impacted trade and economic growth.
Colleagues and friends have expressed their sorrow at his passing, remembering him as an great professional and a dedicated public servant committed to the country’s development.
