Niger will implement a program designed to increase electricity access from 22.5% to 30% by 2026, raise the manufacturing sector’s contribution to GDP from 2.5% to 3.8%, and develop 240 MW of solar power by 2030, strengthening economic competitiveness and promoting social inclusion for vulnerable communities.

The initiative is led by Niger’s Prime Minister, Ali Mahamane Lamine Zeine, through the first phase of the Energy Sector Governance and Competitiveness Support Program (PAGSEC), aimed at enhancing the country’s resilience to multiple challenges while positioning Niger as a key player in regional energy innovation. “This program is crucial for our country. It will ensure greater access to electricity, stimulate the private sector, and protect vulnerable groups, including women, youth, and internally displaced persons,” said Prime Minister Zeine, who also serves as Niger’s Minister of Economy and Finance.

The program includes the installation of 50 MW of solar energy by December 2026, part of a broader target of 240 MW by 2030. In addition to expanding national electricity coverage, PAGSEC will drive industrialization, create jobs, and strengthen the competitiveness of Niger’s manufacturing sector. The initiative also involves reforms to improve public financial management, optimize tax collection, and promote public-private partnerships, establishing a solid framework to support sustainable economic growth.

With over 507,000 internally displaced persons due to insecurity in the Sahel region, Niger prioritizes social protection and inclusion, implementing programs targeting women, youth, and vulnerable communities. The program will also encourage private-sector participation in rural electrification projects through mini-grids, ensuring that the benefits of development reach remote areas.

The African Development Bank Group (AfDB) supports Niger as a strategic partner, providing USD 144.7 million through its concessional African Development Fund window. “The Bank remains a committed ally in Niger’s efforts to achieve inclusive and sustainable development,” said AfDB President Sidi Ould Tah. With this program, Niger reinforces its leadership in the region, harnessing its renewable energy potential and strengthening governance systems, while advancing an inclusive, sustainable economic development agenda.
