Morocco has secured €200 million in financing from the African Development Bank Group to launch the ambitious “Cap Compétences 2030” programme, a national initiative aimed at reshaping vocational training and expanding employment opportunities for young people and women across the country.
The programme arrives at a critical moment as Morocco intensifies efforts to modernise its labour market and prepare its workforce for the demands of an increasingly digital and competitive global economy. Authorities say the initiative will help bridge the gap between education systems and the real needs of businesses, while improving access to professional opportunities for thousands of citizens.
West African Development Bank Reports Strong Growth and Unveils Ambitious 2030 Strategy
Built around a results-based financing model, Cap Compétences 2030 focuses on improving the quality, relevance, and diversity of vocational education. The programme seeks to accelerate the digitalisation of training services, expand modern learning systems, and strengthen mechanisms that connect graduates directly with employers and emerging industries.
Morocco’s strategy is structured around three central pillars: developing strategic partnerships and future-ready skills, promoting inclusive and business-oriented training, and driving digital transformation through stronger institutional capacity. Officials believe these reforms will strengthen competitiveness while creating a more resilient workforce capable of adapting to changing economic realities.
The initiative also aligns with Morocco’s National Employment Roadmap 2025–2030, which prioritises job creation, youth integration, and social inclusion. Particular attention will be given to women and young people, two groups that continue to face barriers in accessing stable employment despite the country’s economic progress in recent years.
Achraf Tarsim, Country Manager of the African Development Bank Group in Morocco, said the programme reflects a shared vision to harness Morocco’s demographic potential and support sustainable economic growth. He noted that strengthening employability and investing in human capital remain essential pillars for long-term development and value creation.
The African Development Bank’s support will be implemented in close collaboration with technical and financial partners to ensure policy coherence and maximise the impact of ongoing reforms in education and labour market systems.
Over the years, Morocco has remained one of the Bank’s key strategic partners in Africa. Since the beginning of their cooperation, more than €15 billion has been mobilised across sectors including infrastructure, healthcare, governance, energy, education, and employment, reinforcing Morocco’s position as a leading hub for economic transformation and human development on the continent.
