Seychelles and Angola Seek Stronger Ties in Trade, Tourism and Sports

Seychelles and Angola are exploring expanded cooperation in aviation, tourism, fisheries, agriculture and the Blue Economy, while sports partnerships could also support Seychelles’ preparations for the 2027 Indian Ocean Island Games.

Seychelles and Angola are looking to deepen bilateral cooperation following talks between Seychelles’ Ministry of Foreign Affairs and the newly designated Angolan ambassador to the country.

Angola’s Ambassador-designate to Seychelles, Domingos de Almeida Da Silva Coelho, met with Ian Madeleine, Principal Secretary of Seychelles’ Ministry of Foreign Affairs and the Diaspora, on 31 August 2026 at Maison Quéau de Quinssy. The discussions focused on implementing the General Cooperation Agreement between the two countries and unlocking its potential as a framework for stronger economic, technical and people-to-people relations.

A key area of discussion was the conclusion of a Bilateral Air Services Agreement (BASA), which could improve connectivity between Seychelles and Angola. Greater air links could facilitate tourism, business travel, trade and investment while creating opportunities for closer exchanges between their populations.

The two countries also identified fisheries, aquaculture, agriculture and the Blue Economy as areas with significant potential for technical cooperation and knowledge exchange. Seychelles and Angola could benefit from sharing expertise and experience in sectors important to sustainable economic development.

Sports emerged as another potential area for cooperation as Seychelles prepares to host the Indian Ocean Island Games in 2027. Seychelles expressed interest in drawing on Angola’s experience and expertise in sports to support preparations for the regional sporting event and contribute to the development of its national sports sector. The renewed discussions build on longstanding relations between Seychelles and Angola, which established diplomatic ties on 7 November 1986.

With cooperation now being explored across transport, tourism, trade, investment, fisheries, agriculture, the Blue Economy and sports, both countries are seeking to translate their longstanding diplomatic relationship into broader practical partnerships. Ambassador-designate Domingos de Almeida Da Silva Coelho will be based in Dar es Salaam, Tanzania, while serving as Angola’s ambassador to Seychelles.
