The West African Economic and Monetary Union (UEMOA) Ombudsman Association presented its Strategic Plan for 2025-2029, promising to transform governance structures and increase citizen trust in institutions. Led by Pascal Essou, the Ombudsman of Benin and president of the association, the delegation was received on March 28 by Joy Kategekwa, the Director of Regional Integration at the African Development Bank (AfDB), at the institution’s headquarters in Abidjan.

This plan, structured around five key pillars—governance and the rule of law, institutional performance, peace and security, applied research, and capacity building—aims to improve the relationship between governments and their citizens in eight West African countries. By improving administrative justice and mediation, it is expected that the implementation of this strategy will have a positive impact on the lives of millions, contributing to greater justice, transparency, and social cohesion.

From soil to prosperity: Nigeria cultivates its future

The UEMOA Ombudsman Association, established in 2008 and headquartered in Ouagadougou, plays a key role in promoting citizens’ rights and conflict resolution, preventing crises, and effectively applying community law. Through its work, the association acts as a vital bridge between citizens and their administrations, fostering trust in institutions and strengthening governance in the region.

The presented Strategic Plan aligns with regional integration priorities and institutional strengthening. In this context, the high-level roundtable to be held in Dakar on April 29 will be a crucial opportunity to mobilize resources and establish strategic partnerships to give the necessary momentum to bring this transformative plan to life. Cooperation with key regional and international actors will be vital to ensuring the success of the project.

This effort has the potential to improve the quality of life for millions of citizens in West Africa, especially in regions facing socio-economic and governance challenges. By strengthening local institutions and increasing resilience in vulnerable areas, the UEMOA Ombudsman Association is building a solid foundation for a more peaceful, integrated, and just future for all inhabitants of the region.

As Kategekwa highlighted in the meeting, “The work of the Ombudsman Association is a reflection of the shared vision for a more integrated Africa, focused on its citizens and social justice.” With a focus on active participation and community empowerment, this project has the potential to transform the region and ensure a more inclusive and sustainable future.
