Last May, as part of the China-Europe commercial exploration trip, a significant breakthrough in technological cooperation between Africa and Asia was achieved. Economist and tech entrepreneur Óscar A. Nchaso, founder of XAPIENS and Dreams Hub, signed a Memorandum of Understanding (MoU) in Urumqi, China, with the China-Asia Europe Investment and Trade Promotion Hub, marking a milestone in South-South digital collaboration.
The agreement outlines a roadmap for developing intercontinental innovation ecosystems, promoting technology transfer, digital talent training, and structural support for startups across Africa and Asia. This strategic collaboration aims to build bridges between tech hubs, incubators, and accelerators to stimulate the digital economy through sustainable solutions, shared knowledge, and emerging applications.

Key commitments include facilitating investments in technology-driven projects, mentorship programs for young entrepreneurs, innovation residencies, and early-stage startup financing models. The partnership also envisions technical exchanges between African and Chinese professionals in sectors such as artificial intelligence, big data, fintech, and green technologies.
Óscar A. Nchaso, CEO of XAPIENS and Dreams Hub, emphasized that this alliance “represents a strategic gateway for Africa to position itself in the new digital geo-economy, contributing talent, disruptive ideas, and a local vision with global impact.”
Chinese representatives expressed their interest in strengthening cooperation with African innovation ecosystems as part of their commitment to inclusive, multilateral technological growth focused on young talent and sustainable digital transformation. This MoU not only reinforces the technological dimension of China-Africa collaboration but also positions Dreams Hub and XAPIENS as key nodes in a new era of shared innovation, where knowledge, training, and technology become pillars of inclusive development.
