Morocco continues to strengthen its social and healthcare protection system with the approval of a $600 million financing package from the World Bank. This third phase of the Human Capital Strengthening for a Resilient Morocco program consolidates the country’s efforts to improve universal healthcare coverage, protect vulnerable populations, and address growing climate challenges.

Since 2020, Morocco has demonstrated its ability to adapt to successive crises, including the COVID-19 pandemic, inflation, fluctuations in commodity prices, and natural disasters such as a devastating earthquake and prolonged droughts. Guided by the New Development Model, the government has undertaken bold reforms to ensure inclusive and equitable growth, reinforcing its resilience in the face of adversity.

The program adopts a comprehensive approach that extends mandatory and free health insurance to vulnerable populations, revamps healthcare services, promotes sustainable pensions, and strengthens protection against climate risks. Additionally, the Direct Social Benefits Program will be promoted, targeting 60% of the population currently not covered by other family subsidy schemes, under the coordination of the National Agency for Social Support (ANSS).

The previous two phases of the program, financed in 2022 and 2023, made significant progress toward universal healthcare coverage, reaching 75% of the population through a unified insurance plan managed by the National Social Security Fund (CNSS). However, challenges remain in integrating self-employed workers, an issue this new phase aims to address more effectively.

“Thanks to these reforms, Morocco is building a more comprehensive, equitable, and efficient social protection system designed to benefit vulnerable populations particularly affected by climate change, such as farmers,” said Ahmadou Moustapha Ndiaye, Director of the Maghreb and Malta Division at the World Bank. The Moroccan government’s commitment to social protection reaffirms its regional leadership in inclusion and resilience policies.
