Ethiopia has reached a major milestone in health emergency preparedness after the World Health Organization verified its National Emergency Medical Team, making it the first civilian EMT in the WHO African Region to achieve international classification. Senegal also has a WHO-classified EMT, but its team is military.
The verification confirms that Ethiopia’s National EMT meets internationally recognized standards covering quality, readiness, deployment capacity and emergency medical response. The achievement follows years of investment, training and institutional development led by Ethiopia’s Ministry of Health and Ethiopian Public Health Institute, with technical support from WHO and partners in the global Emergency Medical Team Network.

Emergency Medical Teams are groups of trained health professionals that can rapidly deploy during disease outbreaks, natural disasters, humanitarian crises and other emergencies. Their responsibilities can include emergency clinical care, outbreak response and public health services while operating in challenging environments.
For Ethiopia, the WHO classification represents the formal recognition of a national capability designed to respond when communities face major health emergencies. The verification process examined governance, clinical services, logistics, information management, infection prevention and control, water, sanitation and hygiene, as well as operational readiness.
Pre-verification activities and simulation exercises had already tested the team’s ability to establish and operate a functional field hospital and respond to complex public health emergencies. The national team has also supported emergency operations inside Ethiopia, including mobilization during the Gamo Zone landslide response and preparedness and response activities related to emerging disease outbreaks.
Ethiopian Health Minister Dr. Mekdes Daba described the verification as the result of sustained work to strengthen the country’s readiness to protect communities when emergencies occur. The Ethiopian Public Health Institute said the classification followed rigorous and independent international verification rather than a self-assessment.
The achievement also comes as African countries expand national emergency response capacity. WHO’s Regional Framework on Emergency Medical Teams 2026–2030 calls for countries in the region to develop nationally led, sustainably financed and quality-assured emergency medical teams, with a goal of at least one functional national EMT in every African country by 2030.
Ethiopia’s experience therefore provides a practical example of how national institutions can develop emergency response capacity through training, simulation, partnerships and internationally recognized standards. The country’s Regional EMT Training and Knowledge Hub in Addis Ababa is also supporting training and preparedness activities and serves as a platform for strengthening EMT capacity across Africa.
The milestone arrives ahead of the Seventh Global Emergency Medical Teams Meeting, scheduled for November 3–5, 2026, in Addis Ababa. The gathering will bring together governments, emergency responders, technical specialists and international partners, and will be the first global EMT meeting hosted in the WHO African Region.
For Ethiopia, the classification marks both an achievement and a new responsibility. Maintaining readiness will require continued training, quality assurance, investment and the ability to deploy rapidly when emergencies arise.
It also gives Ethiopia an opportunity to share experience with other African countries developing their own emergency medical teams. As the continent strengthens its health emergency architecture, Ethiopia’s nationally led and internationally verified model adds another source of African expertise to the region’s preparedness efforts.
