In a groundbreaking move to enhance project oversight and data-driven decision-making, the African Development Bank (AfDB) and the Government of Lesotho have jointly launched the Remote Appraisal, Supervision, Monitoring, and Evaluation (RASME) initiative. This cutting-edge platform leverages information and communications technology (ICT) to remotely gather and analyze project data in real-time, transforming the way development projects are managed across the region.

The RASME initiative, launched on 29 August in Maseru, represents a significant leap forward in transparency and accountability for development projects. By streamlining data collection and evaluation, it ensures that all stakeholders have access to reliable, up-to-date information, even in regions facing instability or logistical challenges.

Speaking at the launch, Ms. Mahlape Moseme, Director of Policy and Strategic Planning at Lesotho’s Ministry of Finance and Development Planning, emphasized the importance of the initiative: “Transparent reporting and reliable data are essential for effective project management. RASME enhances our ability to make informed decisions and improve operational efficiency.”

The RASME project utilizes the open-source Kobo Toolbox platform, a digital tool developed by the Harvard Humanitarian Initiative. The system has already been implemented in 34 African countries, with over 1,650 individuals trained and more than 6,100 project submissions recorded. The initiative promises to further strengthen Lesotho’s capacity to oversee critical development projects, including water and sanitation, tax modernization, and e-government infrastructure.

Representing the AfDB, Herbert Chinokoro, underscored the institution’s commitment to bolstering Lesotho’s data ecosystem, stating: “RASME embodies our shared dedication to evidence-based project planning and evaluation, ensuring that resources are effectively utilized to meet development goals.”

The initiative’s implementation in Lesotho included a two-day training session, which brought together key personnel from the AfDB and various Lesotho government projects. As RASME continues to expand across Africa, it is set to play a pivotal role in enhancing transparency, efficiency, and the overall impact of development initiatives across the continent.
