International Support Vital for Sustaining Peace in Central African Republic

UN Special Representative Valentine Rugwabiza urged the international community to continue supporting the Central African Republic (CAR) peace process during a recent Security Council meeting. Despite progress made in implementing the 2019 peace agreement, Ms. Rugwabiza emphasized the importance of ongoing international support.

Presenting the latest report by the UN Mission in CAR (MINUSCA), she highlighted the organization’s assistance in decentralizing the peace process by extending state presence in previously conflict-ridden areas. International financial partners and development actors are crucial in maintaining security gains and fostering socio-economic measures.

CAR President Faustin Toudera’s renewed commitment to expediting the peace agreement’s implementation is a positive development. A recent meeting to review the peace process demonstrated national ownership and led to the disbanding of nine armed groups, progress on disarmament, demobilization, and reintegration, and security sector reform.

Resuming local elections starting in October 2024 provides an opportunity to enhance resource mobilization and revise the electoral code.

While the capital, Bangui, has seen relative stability, the security situation remains precarious in border regions. MINUSCA has intensified its operations to protect civilians and counter armed threats.

Recent achievements include a militia declaring a ceasefire and former Lord’s Resistance Army combatants voluntarily returning. An agreement signed between CAR and South Sudan aims to improve coordination against cross-border threats. Refugees from Chad and Sudan have posed challenges and increased humanitarian needs.

MINUSCA faces logistical challenges, including air and land transport capacity shortfalls, inhibiting mobility and operational responses. Ms. Rugwabiza appealed for support to implement logistical capacity recommendations.

Sustained international support is essential for securing the gains made under the peace agreement and fostering stability in CAR. The UN remains committed to its zero-tolerance policy against sexual exploitation and abuse and will maintain vigilance in this regard.
